The Northeastern Industrial Cluster of Thanh Hoa City (established under Decision No. 2860/QĐ-UBND dated July 21, 2020, by the Thanh Hoa Provincial People’s Committee) boasts a favorable geographical location. It is situated less than 5 kilometers from the center of Thanh Hoa City, approximately 300 meters from National Highway 10, nearly 2 kilometers from National Highway 1A, and about 3 kilometers from Thanh Hoa Railway Station. The cluster is also conveniently connected to major trade gateways such as: Tho Xuan Airport (40 km), Noi Bai International Airport (160 km), Nghi Son Export Port (70 km), Hai Phong Port (200 km), and Huu Nghi Border Gate (323 km).
In addition to its logistical advantages, Thanh Hoa is currently the third most populous province in Vietnam, after Ho Chi Minh City and Hanoi, with a population of over 3.7 million people—approximately 2.5 million of whom are of working age. The province offers a large and readily available labor force at competitive costs, with the average monthly salary in local businesses starting from just 7 million VND per person. This presents favorable conditions for investors to feel confident in long-term recruitment and stable production operations
1- Project Scale
– Location: Hoang Quang Ward and Long Anh Ward – Thanh Hoa City – Thanh Hoa Province
– Area: Approximately 17.1 hectares
– Power supply: 35kV power lines invested up to the fences of each factory
– Water supply system: Capacity of 375m³/day and night, with pipelines installed to the fences of each factory
– Wastewater treatment plant: Capacity of 375m³/day and night, utilizing world-leading technology standards
2 – Fields of Operation
Industries and sectors applying high technology, clean technology, and environmentally friendly practices, specifically: supporting industries including the production of components for assembly industries, electrical and electronic parts, mechanical equipment, phone components; other industries including the production of pharmaceutical products, medical supplies; agricultural and food processing; new materials industry: production of refractory products; export-oriented consumer goods industry, including: production of beds, cabinets, tables, chairs; production of products made from wood, bamboo, and rattan; production of sports equipment. Investment in the construction of factories, warehouses, and offices for lease or sale, and the provision of public services and other utilities within the industrial cluster in accordance with the provisions of law.
3- Investment Incentives and Support Policies
– Corporate income tax incentives and other preferential treatments in accordance with the provisions of the Law on Corporate Income Tax.
– Support in carrying out investment procedures during the project implementation process.
– Exemption from import duties on goods imported to create fixed assets; raw materials, supplies, and components imported for production.
– Accelerated depreciation and increased deductible expenses when calculating taxable income.
– Financial support for the preparation of investment projects, transportation costs, installation of machinery and production lines for enterprises, cooperatives, cooperative groups, and households in traditional craft villages or residential areas relocated into the industrial cluster or craft village cluster.
– Fully equipped with fire prevention and fighting systems in accordance with regulations.
– Support and favorable conditions provided for recruitment and training of labor to meet production and business requirements.
(Note: Specific levels of investment incentives shall be applied in accordance with current laws on taxation, accounting, and land use.)
– Project Timeline: Construction commenced in May 2024; technical infrastructure is expected to be completed, and the project will be operational and ready to welcome secondary investors in the industrial cluster from Q4/2025.
– Form of Transfer: Land lease or business cooperation.
